Dual Language and English Learner Department
The Dual Language and English Learner department champions our district's mission of 'Educating Minds, Inspiring Futures' through comprehensive programs that prepare students for global success.
Our English Learners program provides targeted language instruction and academic support, ensuring students gain the English proficiency needed for college and career readiness. Through our innovative Dual Immersion Program, students develop bilingual and biliteracy skills that give them a competitive edge in the global economy while fostering cross-cultural understanding. Together, these programs create a rich educational environment where students' linguistic and cultural diversity is celebrated as they prepare to compete and succeed in our interconnected world.
Every COJUSD English learner will be prepared for college, career, and civic engagement through meaningful 21st century, high-quality instruction based on ELD standards from early childhood through grade 12 in order to demonstrate mastery of English as a second language.
Approximately 5.3 million public school students are English language learners. We have approximately 38% English language learners in our district in Transitional Kindergarten through 12 Grade.

Dual Immersion
Our Dual Immersion Program offers instruction in both English and Spanish, developing students' bilingual abilities while maintaining high academic achievement in all subjects. In our 50/50 Dual Immersion Program, students spend half of their school day learning in English and half in Spanish. COJUSD now proudly offers this program to students TK - 5th grade.
DUAL IMMERSION REGISTRATION
Parents interested in the program must fill out a Dual Immersion Interest Form and sign the Program Commitment Contract, at the school the student will be enrolled in.
Click the links to view the Dual Immersion Interest Form and the Program Commitment Contract. These forms are also available for parents to complete at the registering school site from 8AM - 4PM. Currently, the Dual Immersion program is offered at Cutler and Golden Valley Elementary.
If space is not available, students will be placed on a waitlist.
English Language Proficiency Assessments for California-ELPAC
Initial ELPAC
Initial Assessments - (Aug 13 - Sep 12 for students enrolled on Aug 13) then Ongoing
New students identified by the Home Language survey who may be EL will be assessed within 30 days from their enrollment.
Summative ELPAC
Summative Assessments - Feb 1-May 31
All active EL Students need to take the Summative Assessment each year.
